Contractor NOC & Portal Assignment Services in the UAE

UAE authorities tightly control who can build on a permitted project. The licensed consultant is responsible for vetting the proposed contractor, issuing an NOC, and assigning the contractor on the authority's online portal — without all three, the contractor cannot draw a permit, request a slab inspection, or be paid against approved IPCs. We sit in the consultant's chair on dozens of projects every year and have built a turnkey workflow to get any contractor onto any project lawfully and quickly.

Authority Portal Project Assignment

Every UAE authority runs an online portal where the licensed consultant assigns the project's main contractor and sub-contractors before any permit is released. We perform portal assignment on DM, DDA, Trakhees, RTA, DEWA, JAFZA, DAFZA, Dubai South, plus master-developer portals at Nakheel, Emaar, DAMAC and ALDAR. The assignment includes uploading the contractor's trade licence, classification certificate, insurance, key-personnel CVs and project scope letter, then signing off in the consultant's authorised-engineer login.

RCC Contractor NOC

Reinforced-concrete contractors handling raft, piling, columns, beams, slabs, shear walls, and post-tensioned slabs need an explicit NOC from the structural engineer of record. The NOC certifies that the contractor's classification matches the project's scale, that the proposed method statement aligns with the approved design, and that the contractor's QA/QC team is competent to deliver the structural works. We issue RCC NOCs on Das And Partners projects and assist external contractors with the documentation third-party consultants will need.

Steel Fabricator NOC

Structural-steel projects (warehouses, industrial buildings, atrium roofs, pedestrian bridges, oil-and-gas modules) need an approved-fabricator status. Our team reviews welder qualifications (WPS/PQR/WQT), NDT-procedure register, mill-test-certificate (MTC) traceability, AISC/EN1090 quality-system documentation, and shop-drawing approval workflow before issuing the fabricator NOC. We also coordinate periodic shop visits and quality audits required by stringent end-clients.

Sub-contractor NOC Chain

Sub-contractor approval is where most projects lose weeks. We coordinate the entire NOC chain — main contractor consent letter, consultant scope review, sub-contractor portal assignment, insurance verification, key-personnel approval, and updated authority schedule — so MEP, finishing, façade, lift, fire-fighting and specialist sub-contractors can mobilise without slowing the main package.

Contractor Classification & Upgrade

A contractor's authority classification (Special, 1st, 2nd or 3rd grade in DM; equivalent grades in ADM and SEDD) defines what value of project they can bid on. We prepare classification submissions and upgrade applications — financial statements, completed-project portfolio, key-personnel CV pack, equipment register, and HSE record — and follow the authority review through to issuance of the upgraded classification certificate.

Master-developer Contractor Approval

Emaar, Nakheel, DAMAC, Dubai South and ALDAR maintain their own approved-contractor lists separate from the municipality classification. We prepare the developer pre-qualification submission — corporate profile, organisation chart, similar-project list, financial back-up, HSE record, and key-personnel CV pack — and follow up through the developer's procurement review until the contractor is added to the approved list for villa, building or community work.
