Existing buildings carry history — original permits, expired NOCs, undocumented modifications, ageing MEP systems, and a master-developer or municipality file that may not match what is actually on site. Our team is set up to reconcile that history with what authorities require today, and to get clients to a clean closure: a renewed permit, a fresh BCC, an issued occupancy certificate, or an updated authority file. Here is what we deliver across the five most common existing-building scenarios.

Change of Use Approval

When the use of a unit changes — warehouse to retail showroom, office to medical clinic, retail to restaurant, residential ground-floor to commercial — the authority treats it as a fresh-permit application. We prepare the change-of-use package: updated architectural drawings to match the new use, MEP capacity re-evaluation against the new load profile, parking re-calculation, accessibility review, Civil Defence re-assessment with updated fire strategy, and the change-of-use submission at DM, DDA, Trakhees, ADM or SEDD. For master-developer communities we also coordinate the developer-side approval.

Mezzanine & Vertical Extension Approval

Adding a mezzanine inside an existing warehouse or showroom is one of the most common modifications in UAE industrial and retail premises. The package needs a structural-engineer-of-record review of the existing slab and columns (yes, they can carry it; no, they cannot), a structural design for the mezzanine itself with stamped calculations, an updated fire strategy that addresses means of egress and sprinkler coverage above and below, an MEP load review, and the building-modification permit. Vertical extensions — adding a floor on top of an existing building — follow the same logic but with deeper structural re-analysis of the foundations.

Façade & Cladding Modifications

Re-cladding an older façade, adding new windows, replacing a curtain wall or refreshing a tower's external aesthetic all need municipality approval because they alter the building's external appearance and frequently the thermal performance and fire performance. We prepare façade engineering calculations, fire-rating verification of the cladding system, thermal performance against current Estidama / Al Sa'fat requirements, and the authority lodging. Master-developer NOC is also required in Emaar, Nakheel, DAMAC, Dubai South and similar communities.

Building Completion Certificate (BCC)

The BCC is the single document that converts a "permitted building" into a "legally occupied asset". It requires every sub-NOC closed (DEWA energising, sewerage NOC, road-works NOC, Civil Defence final, lift NOC, gas NOC where applicable), a consultant completion declaration, an updated as-built drawing set, snag-closure evidence, and the final inspection sign-off. We package the entire BCC submission and chase issuance — typically 4 to 10 weeks depending on authority and outstanding items at handover.

Final Inspection & Occupancy Permit

Final inspection is where many projects stall. The municipality engineer walks the building, the Civil Defence engineer tests fire systems, and any non-conformance against the approved drawings or any open snag delays occupancy. We carry out a pre-inspection survey ourselves, generate a snag list, drive the contractor through closure, attend the authority inspections, and obtain the occupancy permit / Trade Licence Premises NOC.

Expired Permit Reactivation

Stalled projects or older buildings whose permits expired before completion need formal reactivation. We carry out a condition survey of works to date, document a gap analysis against the originally approved drawings, address any code updates that have come into force in the interim (Estidama, Al Sa'fat, Civil Defence code, accessibility code), and lodge the reactivation with the authority for a fresh extended permit. This is detailed work — the authority will not accept a copy-paste of the old submission — and our existing-buildings team handles it weekly.
