Building Completion Certificates, final inspections and structural assessments across Dubai, Abu Dhabi and Sharjah — so your building can be registered, occupied and used as intended.
A building isn't ready for use when construction ends — it's ready when it holds a Building Completion Certificate (BCC). The BCC is the Dubai Municipality, DDA or Trakhees certificate confirming the building was built in line with its approved permit, that every NOC (DEWA, Civil Defence, sewerage, road works) is closed, and that it is safe to occupy. Without it the developer cannot register units, owners cannot transfer title and tenants cannot legally move in. Das And Partners prepares the full BCC submission, coordinates the final inspections and follows it through to issuance. Where a building needs its structure checked — for a change of use, a modification or simply its age — our structural engineers carry out the assessment.

The full BCC submission to DM, DDA or Trakhees in Dubai, and completion certificates with ADM in Abu Dhabi and SEDD in Sharjah.
We coordinate the authority and Civil Defence final inspections and drive snag closure with the contractor until the building passes.
Closing out DEWA, Civil Defence, sewerage and road-works NOCs — the most common reason a completion certificate stalls.
Condition surveys of existing buildings — inspection, testing where needed, and a clear report on the structure's condition.
Structural re-assessment when a building's use changes — such as warehouse to showroom — to confirm it suits the new loads.
Condition survey, gap analysis against the approved drawings and a fresh submission to reactivate an expired building permit.
Whether you're a developer closing out a new building or an owner changing an existing one, the authority needs evidence that the structure and systems are sound. Here is what we deliver.
We prepare the complete BCC submission, confirm every NOC is closed, and sign the completion declaration as consultant. The certificate is what lets the developer register units with the Land Department, owners transfer title, and tenants occupy legally.
The final inspection is an on-site check by the authority engineer of all approved scope — structure, façade, MEP, fire systems, life safety, accessibility and any changes made after the permit. Civil Defence carries out its own final inspection. We coordinate both and work with the contractor to close every snagging item.
Owners commission a structural assessment before buying a building, changing its use, adding floors or making major modifications, or when an older building shows cracking or other signs of distress. Our structural engineers inspect the structure, arrange testing where it's needed, and report clearly on its condition and any strengthening required.
A change of use needs fresh authority approval and often a structural re-assessment. Expired permits are reactivated through a condition survey, a gap analysis against the approved drawings and a new submission. We handle both across DM, DDA, Trakhees, ADM and SEDD.

We track every outstanding NOC and tell you exactly which authority is holding the certificate, and why.
A fixed-fee quotation and an honest timeline with the critical-path NOC marked.
From a single villa to a multi-storey building, you get a senior engineer and the same rigour.
